On one hand you have people who think they're incompentent power hungry thugs and on the other you have highly trained professionals. The one factor that links them both is the human one. In a pressure situation, no matter what your training and experience, you can lose it and revert to instinct. I've read real accounts from soldiers, who are all highly trained, who have shit themselves (litteraly) at the sound of gun fire and dived into the nearest bush cowering in fear. The next time they go on patrol, nerves of steel. There is no way to train for a life and death situation without actually putting yourself at risk. If there is no risk, there is no consequence. I think it is fair to say that everyone on the Internet is annoying. When you are talking like an organisation like the met there will be power crazy thugs and highly trained professionals, some people are also both.
